The U.S. Hydrogen Alliance (USHA) launched its national campaign Hydrogen: The Common Bond in September 2025. The campaign includes a multi-faceted approach to building the national hydrogen economy in every state. USHA has assessed the readiness of each state to accept hydrogen into its existing energy infrastructure. This assessment is the first concerted step for both the nation and the hydrogen industry to track the evolution of hydrogen adoption over the coming decades.
The U.S. Hydrogen Alliance unveiled its State Hydrogen Policy Readiness Index to the public through its first Hydrogen: The Common Bond publication: The State Hydrogen Policy Readiness Index — a comparative, policy-focused assessment of how prepared each state is to support hydrogen development through its legislative and regulatory environment.
This work evaluates policy foundations alongside legislative activity from 2020–2025.
