Founder and Executive Director
Roxana Bekemohammadi
Roxana Bekemohammadi is a distinguished leader in the hydrogen and fuel cell industry, known for her unique experience in policy advocacy, public service, and technology commercialization. She is regularly called upon to present on the current and future status of the U.S. hydrogen economy at conferences, legislatures, and in other political arenas. In 2020, she founded the Western States Hydrogen Alliance, championing hydrogen policies in the Western States. With the passing of the Bipartisan Infrastructure Act in 2021, the organization expanded to all 50 states, and is now known as the United States Hydrogen Alliance (USHA). The organization has blazed a pathway for the U.S. hydrogen economy by successfully passing sixteen hydrogen state bills across the United States since the United States Hydrogen Alliance inception in 2020.
Roxana led a lobbying firm focused on hydrogen policy in California prior to the United States Hydrogen Alliance. She also served as an advocate and technical expert in previous roles across multiple sectors including energy, zero emission vehicles, workforce development, technical education. Lastly, Roxana served as a public servant at the California Air Resources Board, an air quality regulatory state agency.
Academically, Roxana holds a Master’s Degree in Environmental Engineering from the University of California, Irvine and served as a student researcher at the National Fuel Cell Research Center. She also holds a Bachelor of Science in Chemical Engineering from the University of California, Los Angeles. Her education combined with a diverse professional background further positions her as a leading voice in the clean energy industry.

Policy and Communications Director
Joseph Agovino
Joe Agovino is a seasoned political strategist and communications professional with over 15 years of experience advancing pragmatic public policy, stakeholder engagement, and coalition building across the public, private, and nonprofit sectors. As Political and Communications Director for the U.S. Hydrogen Alliance, Joe leads the organization’s outreach to policymakers, industry leaders, and community stakeholders, helping to shape a national conversation around the future of clean hydrogen and its role in achieving a more sustainable, secure, and equitable energy economy.
Joe’s career includes senior leadership roles on federal, state, and local campaigns, including managing one of New York’s most closely watched congressional victories in 2024. He has served as a Communications Director and policy advisor in the New York State Senate, a Congressional Policy Fellow, and a Director of Community Development, consistently working to bridge the gap between institutional policymaking and the real-world needs of diverse communities.
A dual graduate of the Maxwell School at Syracuse University with master’s degrees in Public Administration and Political Science, Joe brings both analytical rigor and practical experience to his work at USHA. His approach to communications is grounded in values of clarity, accessibility, and impact, ensuring that policy innovation is matched with public understanding and trust.
Prior to joining the U.S. Hydrogen Alliance, Joe founded Civic Response, a public affairs and communications firm focused on voter engagement and participatory democracy. He continues to champion scalable models of civic infrastructure and public engagement, now with a focus on advancing the hydrogen economy through non-partisan collaboration, public-private partnerships, and smart regulatory frameworks.

Policy & Communications Manager
Lexi Schnell
Lexi Schnell holds a Masters in Science in Climate Change and Environmental Policy from the University of Leeds. She is also a graduate from Virginia Tech where she obtained a Bachelor of Science in Environmental Resources Management with a triple minor in Climate & Society, Ecological Cities, and Forestry. She was also a member of the United States Hydrogen Alliance’s 2022 Class of Hydrogen Policy Fellows.

​As Policy and Communications Manager at the United States Hydrogen Alliance, Lexi Schnell leads regulatory policy analysis and strategic communications. She played a key role in the IRA 45V campaign and conducts multi-state and federal hydrogen policy research. Lexi also manages international relations, external events, press outreach, and policymaker engagement.

Policy & Communications Associate
Mya Jones
Mya earned a Bachelor of Arts in International Affairs accompanied with a Minor in Japanese from Temple University Japan Campus. After returning back to the U.S. in early 2024, she joined as a member of the Class of 2024 Hydrogen Fellows. It was here that she fully grasped her interest in both public policy and clean energy.
