Please join us in welcoming our new Policy and Communications Director!

Sacramento, CA — The United States Hydrogen Alliance (USHA) is pleased to announce the appointment of Joseph Agovino as its new Policy and Communications Director. With more than 15 years of experience in political strategy, public affairs, and coalition building, Joe will play a key leadership role in advancing USHA’s mission to support the development and deployment of clean hydrogen technologies across the United States.
In this new role, Joe will oversee USHA’s policy and communications strategy, lead engagement with federal and state policymakers, and help expand the Alliance’s national presence as a trusted voice on hydrogen. He will also support the coordination of USHA’s policy convenings and working groups, which bring together public and private sector leaders to align on hydrogen policy frameworks and regulatory approaches.
“Joe brings deep expertise in both political engagement and public communication, and we are excited to welcome him to our leadership team,” said Roxana Bekemohammadi, Founder and Executive Director of USHA. “His ability to connect complex policy priorities with practical action will be instrumental in our continued work to grow the hydrogen economy through bipartisan, cross-sector collaboration.”
Joe has held senior positions across government, campaigns, and nonprofit organizations, including as a Communications Director in the New York State Senate and a Congressional Policy Fellow. Most recently, he founded Civic Response, a public affairs firm dedicated to voter engagement and civic infrastructure. He holds dual master’s degrees in Public Administration and Political Science from the Maxwell School at Syracuse University.
Michael Jung, the Policy Officer on USHA’s Board of Directors, added “the future of clean hydrogen faces a decisive moment in the energy transition as our industry evolves. Bringing aboard a professional of Joe’s caliber reflects USHA’s commitment to shaping hydrogen policies in ways that create innovative value, harness abundant resources, and deliver clear benefits to communities and workers across the country.”
“I’m honored to join USHA at a time when clean hydrogen is poised to play a pivotal role in America’s energy and economic future,” said Agovino. “USHA has built a strong platform to shape policy, drive innovation, and unify stakeholders around shared goals. I look forward to contributing to this important mission.”
